Any citizen who wishes to pursue a career in government is required to pass an exam in the exam centre on Densetsu. However, there is no real way to prepare for the exam without hiring a tutor or mentor from the exam center, which basically guarantees that only upper or upper-middle class citizens will pass. The exams themselves are administered monthly, and include written and practical portions. The written portion contains generic questions about the history of Densetsu, but its most important purpose is to immediately rule out those who are illiterate. This removes much of the lower and middle classes from the picture. The practical exam questions vary, but in general they involve acting out the process of advising the empress in a delicate way such that she will come to believe that she came up with the idea itself. It simulates how most of the advisory positions play out in reality, and tests the student's speaking abilities.
